Returns JSON array of all language pair rates. Fields:
- `source`: source language code (ISO 639-1)
- `target`: target language code (ISO 639-1)
- `service`: service type — `loc_w` (translation per word), `edit_w` (editing per word), `proof_w` (proofreading per word), `loc` (translation per hour), `edit` (editing per hour), `proof` (proofreading per hour), `min` (minimum order)
- `rate`: price in USD

Example: to get EN→FR translation rate per word, find `{"source":"en","target":"fr","service":"loc_w"}` → rate is USD per source word.

Coverage: 75 source languages, 141 target languages, 3,484 rate entries.
